The November 2026 Visa Bulletin is out, and it gives EB-3 Other Workers from Rest of World and Mexico the biggest one-month jump in Final Action we have tracked all year: five months, from January 1, 2022 to June 1, 2022. Last month's bulletin pulled that date backward as the new fiscal year opened. This month it more than made up the ground. Here is exactly what moved, what didn't, and what it means for your case.

The Big Story: ROW Final Action Is Now Just One Month Behind Filing

For Rest of World and Mexico, the Final Action Date (June 1, 2022) now sits only one month behind the Date for Filing (July 1, 2022). Back in March 2026 that gap was about seven months. A narrow gap means people who get into line are reaching final approval faster once they are there. It also means there is less of a cushion of pre-filed cases, which is worth watching in the coming months.

The October bulletin had warned that some Rest of World employment categories retrogressed to keep FY 2027 issuances within quarterly and annual limits. November reverses that for Other Workers and lands well past where ROW stood before the reset (April 2022 in the August bulletin).

The Philippines Splits From ROW Again

Filipino applicants did not share in the jump. Philippines Final Action stays at January 1, 2022 and Filing stays at June 1, 2022, so a Filipino worker now trails a Rest of World worker by five months on Final Action. The Philippines is one of four oversubscribed countries under the per-country rules, along with China, India and Mexico, so its line can move on its own schedule.

India and China

India edged forward three weeks on Final Action (January 1 to January 22, 2014), with Filing unchanged at January 15, 2015. China (mainland-born) held flat on both charts: October 1, 2019 Final Action and October 1, 2020 Filing.

Quick Look: EB-3 Skilled Workers and Professionals

Most Immilink workers are in Other Workers (jobs needing less than two years of training or experience), but some roles qualify as EB-3 Skilled. In November, Skilled Final Action moved from May 15 to June 15, 2024 for ROW and Mexico, from January 8 to January 22, 2022 for China, and from January 1 to January 22, 2014 for India. The Philippines held at August 15, 2023. Skilled Dates for Filing were unchanged for every country.

What To Do Now

  • Find your priority date. It is on your PERM labor certification filing (or your I-140 receipt). Compare it against the chart for your country of birth, not your citizenship.
  • ROW or Mexico with a priority date before June 1, 2022? Your date is current for Final Action in November. Make sure your documents, medicals and civil records are ready to go.
  • Check which chart USCIS is using. For adjustment of status inside the U.S., USCIS announces each month at uscis.gov/visabulletininfo whether to use Final Action or Dates for Filing.
  • Philippines applicants: nothing changed this month. Keep documents current so you are ready when your line moves.
  • Still at PERM or I-140? Bulletin movement doesn't change those steps, but a faster-moving line means your wait after I-140 approval may be shorter than it looked a few months ago.

What To Watch in December

  • Whether ROW Final Action holds at June 2022 or retreats after such a large move.
  • Whether the Philippines catches up with ROW.
  • Whether Dates for Filing move again, since Final Action is now right behind them.
